An emergency fund is spare money saved for trouble. Binance, a cryptocurrency exchange, calls its user protection reserve the Secure Asset Fund for Users, or SAFU.

It holds bitcoin, so its dollar value changes with bitcoin's price.

In February 2026, Binance finished converting the roughly $1 billion reserve into 15,000 bitcoin. CoinDesk reports that 7,500 bitcoin moved out on 31 October.

Just above 7,500 remained, worth about $580 million at the reported price on 3 November. Half the bitcoin is still there.

A transfer does not establish a sale.

Here's the paperwork-shaped hole: Binance's published rule restores the fund to $1 billion if it falls below $800 million due to bitcoin price fluctuations. That rule doesn't cover spending the reserve.

Binance says it set aside $6.34 billion to cover the hack, drawing on its corporate money, part of SAFU and part of its futures insurance fund. It also promised to restore SAFU to about $1 billion, but gave no timeline.

That is not evidence Binance broke its rule or cannot pay. The useful distinction is between a price-triggered refill rule and a separate promise to replace money used.
